To get these items, in 2015 you could participate in earning points with cornetto. This item was 15,000 pcs. It was while stocks left and there were no limitations. 

To get points you had to find a unique code on Taylor Swift x Cornetto ice cream packaging and then go to the cornetto website to figure out how much pcs it was worth.
